Civil 3d Tool Palettes Missing

Civil 3d tool palettes missing. When starting civil 3d properties palette is missing. Executing command shows properties and properties close in command line but the palette does not appear anywhere. Cant find a solution that works other than doing a repair on the installation.

Cant fix with commands that are supposed to bring it up. Follow the below process to work around this issue manually. Tried everything i can think of.
